The theory is that schools could add more classes without having to add more classrooms. Although this portion of the plan has the smallest allocation of funds, it would be a major boost to online education as a whole and in particular to advocates of open-source learning and e-textbooks.
I recently returned to school for my degree after my career goals have been achieved. I returned so that I would be promotable at this stage in my life. In my career, I travel EXTENSIVELY! I have grown tired of lugging around heavy and bulky textbooks. I'm taking the possibility of downloading e-textbooks very seriously. I would substitute the advantages of having a tangible textbook over ease of mobility any day!

This is a perfect alternative for me.

Thank you!
